Using the summon command to spawn in a minecraft turtle is simple, take the command and enter into chat and presto you have a turtle. Minecraft turtles are of the non-ninja variety.

How to set where turtles will lay eggs

The turtle's home tags must all be set to valid coordinates (HomePosX, HomePosY, HomePosZ) and are required to be on sand for eggs to appear. Once turtles enter love mode and breed they will move to this location and lay eggs on sand blocks.‌

Turtle travel tags, (TravelPosX, TravelPosY, TravelPosZ)

How to summon a baby turtle (turtle hatchling)

Like most passive mobs in Minecraft, you can summon a turtle hatchling by setting the Age tag to a negative number (under the "Additional" tab).
